In New Zealand, each local council has its own rules about looking after dogs. Councils decide where dogs are allowed to go, how complaints can be made, and what penalties are imposed if the rules are breached. These “by-laws” are informed by the Dog Control Act 1996 which sets out the general rules for controlling dogs.
